Eligible students should be seniors during the current Seal process.
Demonstrating Proficiency in English
All students must demonstrate proficiency in English.
- Students are on track to completing all English Language Arts (ELA) requirements for graduation with an overall unweighted GPA of 2.0 or above in those classes.
- Students have passed the California Assessment of Student Performance and Progress (CAASPP) in ELA (administered in grade eleven) at or above the “standard met” achievement level.

Additional Eligibility Criteria for a Student Whose Primary Language is Not English
Demonstrating English language proficiency on English Language Proficiency Assessments for California (ELPAC), or any previous or successor state English language proficiency assessment, in transitional kindergarten, kindergarten, or any of grades 1 to 12, inclusive.
Note: Proficiency means an Overall Performance level with a score of 4 “well-developed” on the Summative ELPAC Assessment, or students who have been reclassified meet this criterion.
Demonstrating Proficiency in a Language Other Than English (Target Language)
All students must demonstrate proficiency in one or more languages other than English through one of the following methods:
- Pass a foreign language Advanced Placement (AP) exam with a score of three or higher, or
- Pass an International Baccalaureate (IB) exam with a score of four or higher, or
- Pass the Riverside County Seal of Multiliteracy On-Demand Assessment Process (See On-Demand Assessment Process for more information.).
